On August 10th, a day before the video blog, Mr Medvedev announced new, simplified rules for using Russian military force outside the country to protect Russian citizens and defend units stationedabroad.
The changes affect not only Delaware residents, but also any shareholder of a Delaware-incorporated company whose current address is unknown to the issuer or is a foreign address, including U.S. military personnel stationedabroad.
